Peking, September 30, 1907. WITH reference to your despatch No. 304 of the 30th July, I have the honour to report that I have again been asked by the Chinese Government to furnish them with a reply regarding the proposed Trade-Marks Regulations.
I am strongly of opinion that negotiations with China should not be continued until an arrangement has been effected with Japan respecting mutual protection, and I should be glad to know how this latter question stands.
